- For centuries it was thought improper for a Woman to propose marriage. It just wasn't done. It was considered unseemly. She should wait.
- The only exception was in a Leap Year, and originally just on February 29th.
- Historically, this seems to a British Isles thing. In Ireland it's suggested that it dates back a 5th century legend. In Scotland the tradition was enshrined in 11th century legislation which gave women the right to propose on any day in a leap year, a gentleman who declined would pay a forfeit. In England there has been no legislation but there is a long tradition that in a Leap Year, and in particular on February 29th, marriage proposals by a woman would be considered seemly and proper, it was a fun thing. Since the late 1930's America has had it's Sadie Hawkins day ("the ugliest woman in Dogpatch") which is similar but is practiced annually (in November?).
